US raises Nippon Steel’s antidumping duty on electrical steel

The United States has raised its anti-dumping duty on non-grain-oriented electrical steel (NOES) from Japanese producer Nippon Steel, increasing the rate from 135.59% to 204.79%, according to filings with the Federal Register on Friday, April 11.

The Department of Commerce preliminarily determined that Nippon Steel Corporation sold non-electrical steel from Japan at prices below normal value during the period December 1, 2022, through November 30, 2023,
Nippon Steel previously had anti-dumping duties imposed on its NOES on December 3, 2014. In the 2014 filing, the US also imposed anti-dumping duties on companies from China, Germany, Japan, South Korea, Sweden and the island of Taiwan.
The anti-dumping penalty is now equal to the penalties levied on two other Japanese producers, JFE Steel and Sumitomo.
Cleveland-Cliffs and US Steel are currently the only producers of electrical steel in the US.
Nippon Steel partnered with Luxembourg-based ArcelorMittal to operate the AM/NS Calvert facility in Calvert, Alabama. ArcelorMittal plans to build a 150,000-tonne NOES facility at the Calvert location, but the company will not share ownership with Nippon Steel. The facility is expected to come online during the second half of 2027.
Currently, Nippon Steel is under are view by the Committee on Foreign Investment in the United States (CFIUS) ordered by US President Donald Trump. The CFIUS review will [identify] potential national security risks associated with Nippon Steel’s planned acquisition of US Steel.
Trump said the Japanese company would heavily invest rather than outright acquire the American producer when he returned to the White House earlier this year. This came after former US President Joe Biden previously halted the Japanese company’s $15 billion bid for US Steel.
Fastmarkets most recent assessment fo relectrical steel, non-grain oriented, ex-whs Eastern China was $622-684 per tonne on April 11.
And the assessment forelectrical steel, non-grain oriented, cfr India was $725-740 per tonne on the same day.
